CSSB 87(EDC) - School Construction Energy Efficiency Standards

• Establishes energy efficiency standards and standardized building/equipment components for school construction and major maintenance projects, with regulations adopted by climate zone.

• Requires school districts to demonstrate compliance with energy efficiency standards and building commissioning processes as conditions for receiving state construction grants or bond reimbursement.

• Creates a working group of 11 members to develop recommendations on energy efficiency standards, standardized components, best practices, and maximum acceptable costs per square foot for school facilities, with report due 18 months after enactment.

• Establishes new AS 14.11.104 requiring the Department of Education to adopt regulations for energy efficiency standards, create maintenance manuals for standardized components, and potentially establish a statewide maintenance support team.

• Applies to grants approved after the effective date and bond reimbursement for indebtedness authorized on or after July 1, 2020, with main provisions taking effect 24 months after the working group provisions take effect.
