Amends AS 26.30.020(c) to add "local zoning ordinances" as a factor the adjutant general must consider when designating military facility zones, alongside existing comprehensive plan requirements.

Establishes 15 evaluation factors for military facility zone designations, including consistency with municipal plans, feasibility of development, relationship to military base realignment or closure, workforce readiness programs, and fiscal effects on the state.

Adds new subsection (d) to AS 26.30.020 allowing the Department of Military and Veterans' Affairs to rely on information provided by municipalities and exempting the department from civil liability for damages resulting from zone designations based on inaccurate or incomplete municipal information.

Takes effect immediately upon enactment.
