Urges the governor to oppose selection of the G South Alternative for the Sterling Highway Milepost 45-60 Project (Cooper Landing bypass) and support the Juneau Creek Alternative instead.

States the Juneau Creek Alternative best meets the project's purpose and need with an estimated $50,000,000 in savings compared to the G South Alternative.

Claims 45 percent of the G South Alternative is located within 500 feet of the Kenai River or another Tier 1 stream, while only 25 percent of the Juneau Creek Alternative is within that proximity.

Urges the governor to request that the United States Secretary of the Interior initiate a land exchange under the Russian River Land Act with Cook Inlet Region, Inc. to allow the Juneau Creek Alternative to proceed across a portion of the Mystery Creek Unit in the Kenai National Wildlife Refuge.

Urges the commissioner of transportation and public facilities and Federal Highway Administration Division Administrator to reevaluate the G South Alternative selection and declare the Section 4(f) Evaluation inadequate for insufficient protection of Kenai River biological and cultural resources.
