Proposes adding Section 26 to Article I of the Alaska Constitution to permit the legislature or voters to require parental notice and consent before a minor's pregnancy is terminated.

Allows the legislature to implement parental notice and consent requirements through law, consistent with the U.S. Constitution.

Allows voters to implement parental notice and consent requirements through ballot initiative, consistent with the U.S. Constitution.

Directs that the proposed constitutional amendment be placed on the ballot at the next general election following standard Alaska constitutional amendment procedures.
