Affirms that Alaska Natives have protected rights under the Marine Mammal Protection Act (16 U.S.C. 1361-1423h) to harvest walrus and sell walrus byproducts in handicrafts

States that ivory carving and handicraft sales are a vital component of Alaska Native culture and an important income source in rural Alaska's cash-limited economies

Notes that state-level ivory bans do not distinguish between African elephant ivory and legally acquired Alaskan ivory, potentially subjecting residents to criminal charges for possessing lawful items

Directs copies of the resolution to be sent to the President, Vice President, congressional leadership, and Alaska's federal delegation
