Urges the Trump Administration to reverse federal restrictions on hydrocarbon and mineral development in the Arctic outer continental shelf, Arctic National Wildlife Refuge, and National Petroleum Reserve-Alaska.

States that Alaska contains over 30 percent of the nation's technically recoverable oil and gas resources and has over 50 years of experience in sustainable resource development.

Estimates that restricted areas contain up to 35 billion barrels of oil and over 150 trillion cubic feet of natural gas, with potential development generating 790,000 jobs and $633 billion in public revenue.

Urges Congress to provide Alaska with 37.5 percent of revenue generated from outer continental shelf development for infrastructure and environmental preservation.

Directs copies of the resolution to federal officials including the President, Vice President, Congressional leaders, Interior Secretary, and Alaska's congressional delegation.
