Urges the United States Congress and President to amend the U.S. Constitution to prohibit corporations, unions, and individuals from making unlimited independent expenditures supporting or opposing candidates for public office.

Cites the 2010 Citizens United v. Federal Election Commission Supreme Court decision (558 U.S. 310) as allowing corporations and unions to make unlimited independent expenditures, reversing prior prohibitions.

Argues that billions of dollars spent by corporations and unions on negative political advertising since Citizens United has misinformed voters and drowned out the voices of average citizens, particularly working-class Americans.

States that amending the Constitution is the only way to reverse the harmful effects of the Citizens United ruling unless the Supreme Court reverses its decision.

Directs copies of the resolution to be sent to President Donald Trump, Alaska's Congressional delegation, all members of the 115th Congress, and presiding officers of all other state legislatures.
