• Urges the Alaska division of motor vehicles to advocate for discontinuing use of social security numbers in the State-to-State Verification Service, which is required by the REAL ID Act of 2005 to verify identities across states.

• Notes that the State-to-State Verification Service currently requires uploading the last five digits of applicants' social security numbers, and that Alaskans sharing the first three digits would have eight of nine digits exposed in a data breach.

• Identifies that social security numbers are used for identity theft and fraud, and that the REAL ID Act requires states to comply with federally compliant identification by June 2017 for military facility access and January 2018 for air travel.

• Directs Alaska motor vehicles to advocate as a fallback for using either a nonsequential series of digits or fewer digits from social security numbers if discontinuation efforts fail.

• Requests copies of the resolution be sent to state and federal motor vehicle administrators and the National Conference of State Legislatures to encourage broader support for changing social security number data requirements.
