Amends AS 44.42.020(a) to add new duty requiring the Department of Transportation and Public Facilities to list carbon footprint data for a mile traveled by all commonly used transportation methods on its publicly available website.

Defines "transportation" for carbon footprint purposes to include motor vehicles, aircraft, trains, ferries, motorized and nonmotorized private boats, dog sleds, bicycles, and foot travel.

Maintains existing department duties including planning, designing, constructing and maintaining state transportation infrastructure, studying transportation alternatives, and managing state vehicles, vessels, and aircraft.

Requires department to evaluate every five years the cost, efficiency, and commercial availability of alternative fuels for state vehicles and convert vehicles to alternative fuels or purchase energy-efficient vehicles when practicable.

Requires department to study transportation financing alternatives at least every four years to ensure adequate funding for sustaining and improving Alaska's transportation system.
