Amends AS 08.36.110(a) to restructure dentistry license qualifications, requiring applicants to provide certification they are dental school graduates, passed written and clinical exams, and meet specific background and conduct standards.

Adds new requirement that applicants complete education in pain management and opioid use and addiction within two years before applying, unless they demonstrate they do not hold a valid federal Drug Enforcement Administration registration number; approved education may include dental school coursework.

Repeals AS 08.36.110(b) and 08.36.234(d) and establishes that amended qualifications apply only to applications submitted on or after the effective date.

Authorizes the Department of Commerce, Community, and Economic Development and Board of Dental Examiners to adopt necessary implementing regulations under the Administrative Procedure Act.

Changes the statute catch line for AS 08.36.110 from "Qualifications for license; interview" to "Qualifications for license."
