Amends AS 14.03.080 to allow school districts to admit students as residents if a parent or guardian is an active duty member of the armed forces or National Guard and is transferred or pending transfer to a military installation in Alaska.

Applies to transfers from another military installation within Alaska or from outside the state.

Requires parents or guardians to provide written proof of residence on an official document within 10 days of the student's first day of attendance.

Defines "military installation" as a base, camp, post, station, yard, center, homeport facility, armory, or other installation under jurisdiction of the United States Department of Defense or United States Coast Guard.

Defines "residence" as the principal dwelling place of an active duty parent or guardian.
