Allows boat owners to obtain a transfer on death (TOD) title that automatically transfers ownership to a designated beneficiary upon the owner's death without probate.

Allows vehicle owners, including owners of certain manufactured homes and trailers, to obtain a TOD title under the same process, with beneficiary receiving title if they survive the owner by 120 hours.

TOD title must include the words "transfer on death to" or "TOD" followed by names of no more than two designated beneficiaries and may be revoked or changed by the owner at any time without beneficiary consent.

Permits a probate estate to enforce liability against boats or vehicles transferred by TOD title if the estate is insufficient to satisfy creditor claims, administration costs, or statutory allowances to surviving spouses or children; liability is apportioned proportionally if multiple vehicles are transferred and proceedings must begin within 12 months.

Allows a person acting for a surviving spouse or child of the decedent to demand enforcement of liability against transferred property; takes effect July 1, 2020.
