Transfers the division with responsibility for agriculture from the Department of Natural Resources to the Department of Commerce, Community, and Economic Development.

Updates statutory references throughout Alaska Statutes to reflect that the commissioner of commerce, community, and economic development now oversees agricultural programs, including promotion, development, regulation of plants and seeds, pest control, elk farming, and industrial hemp.

Adds new section AS 44.33.023 establishing duties of the Department of Commerce, Community, and Economic Development for agriculture, including publishing agricultural information, controlling entry of horticultural products, eradicating agricultural pests, and developing agricultural resources.

Repeals AS 44.37.030 and removes agriculture and soil conservation from the Department of Natural Resources' administrative responsibilities.

Effective date: July 1, 2020.
