• Establishes a maximum salary of $300,000 per year for exempt service positions, excluding the governor, lieutenant governor, and certain other specified positions.

• Requires agencies and departments to submit exempt position salaries to the director of management and budget for approval and allows submission of proposed salary schedules.

• Authorizes the director of personnel to establish a two-week pay period for biweekly payment of monthly salaries to state employees not covered by collective bargaining agreements, with specified hourly and daily pay calculations.

• Changes pay increment eligibility from two years to three years in the final salary step, and extends the increment cycle from two to three years thereafter.

• Applies only to employment contracts entered into on or after July 1, 2019, and does not affect employees represented by labor organizations under the Public Employment Relations Act.
