Allows private employers to grant employment preferences to active service members, veterans, spouses and dependent children of service members and veterans, and surviving spouses of deceased service members and veterans.

Expands state employment preferences under AS 39.25.159 to include active service members (not just discharged veterans), family members of service members, and dependents of deceased service members, with 5% or 10% point bonuses on numerical assessments depending on status.

Defines "dependent child" as a natural, step, or adopted child who is permanently disabled or under age 19 (or under 23 if attending full-time accredited educational/technical institution).

Adds employment interview opportunity for disabled veterans and former prisoners of war in non-numerical rating assessments.

Removes previous separate state employment preference category for members of the National Guard, consolidating all military-related preferences into one comprehensive section.
