Expands free hunting and fishing licenses to include physically disabled state residents, in addition to disabled veterans and active military members.

Defines "person with physical disabilities" as someone receiving at least 70 percent disability compensation from a government agency or certified by a physician as 70 percent physically disabled for hunting and fishing purposes.

Modifies waterfowl conservation tag and resident anadromous king salmon tag requirements to exempt persons eligible for free licenses under AS 16.05.341.

Extends free state park developed campsite permits to disabled residents at 50 percent disability threshold, expanding previous benefits limited to disabled veterans only.

Changes language in state park provisions from "disabled veterans" to "disabled resident or disabled veteran" throughout applicable statutes.
