• Transfers employment of juvenile probation officers to the Department of Health and Social Services and updates the definition of "juvenile probation officer" to reference AS 47.12.990 rather than specific age restrictions.

• Expands the definition of "legal guardian" and "position of authority" to include juvenile facility staff and treatment institution staff for purposes of sexual assault statutes.

• Adds juvenile probation officers, juvenile probation office staff, and staff of juvenile detention and treatment facilities to mandatory reporters of child abuse or neglect.

• Repeals AS 28.15.176 regarding administrative revocation of minors' driver's licenses for alcohol or drug consumption or possession.
