Changes AS 16.05.256 to require the Board of Game to limit nonresident and nonresident alien big game hunting through a permit system when necessary to protect resident hunting opportunities, replacing discretionary "may" language with mandatory "shall" language.

Applies the requirement when restricting nonresident big game taking is necessary to ensure state residents can reasonably satisfy their hunting opportunities in accordance with sustained yield principles.

Effective date is January 1, 2020.
