Changes permanent fund dividend (PFD) disbursement from annual to quarterly payments over a 12-month period beginning October 1.

Modifies the restorative justice account transfer calculation to use "dividend year" instead of "fiscal year" when determining amounts for individuals ineligible to receive dividends.

Establishes that contributions to charitable organizations and the crime victim compensation fund are deducted from the dividend on October 1, with each quarterly payment reduced proportionately.

Creates new statute AS 43.23.205 requiring that claims and assignments against PFD payments be satisfied entirely on October 1, with each quarterly payment reduced proportionately.

Adds priority to contributions under AS 43.23.062 over donations under AS 43.23.064 when an applicant's elected contributions and donations exceed their total dividend amount.
