Prohibits state agencies from vacating, modifying, or relocating public easements along section lines or rights-of-way unless a reasonably comparable alternate easement or means of access exists that satisfies present and foreseeable uses.

Allows vacation, modification, or relocation of easements or rights-of-way within municipalities only if the municipal assembly or council requests it, a reasonable alternative means of access is available, and the action is in the state's best interests.

Permits vacation, modification, or relocation of easements or rights-of-way if approved by the legislature.

Requires restrictions on easement or right-of-way use to be narrowly tailored to protect public safety and property while preserving access to the maximum extent practicable.

Mandates the commissioner make a written finding explaining how restrictions protect public safety and property, and requires a reasonably comparable alternate means of access be made available before restrictions can be enforced.
