Amends AS 08.03.020(a) to remove the automatic transfer of board statutory authority to the Department upon termination.

Boards continue to exist until June 30 of the following year after termination to conclude their affairs, with full powers maintained during this period.

Amends AS 08.03.020(d) to prohibit the Department from carrying out functions of a terminated board that has ceased activities.

Licenses and certificates issued by a board remain in effect for their original term and cannot be unilaterally revoked, amended, vacated, or repealed by the Department.

Removes provisions allowing the Department to continue pending litigation, hearings, investigations, and other proceedings from terminated boards.
