Amends AS 26.23.090(b) to allow the governor to make grants to disaster victims when the President declares a major disaster up to one and one-half times the maximum amount authorized by 42 U.S.C. 5174(h), with the state share capped at the federal maximum.

Changes the grant amount for governor-declared disaster emergencies (without presidential declaration) from one-half of the major disaster maximum to the full maximum amount authorized by 42 U.S.C. 5174(h).

Adds new subsection (d) to AS 26.23.090 prohibiting grant conditions that require individuals or families to apply for all other means of assistance before applying for state disaster grants when their needs exceed available assistance from other sources.
