School districts and the University of Alaska may elect to participate in group health insurance or self-insurance policies administered by the Department of Administration beginning July 1, 2021.

Participating school employers must contribute to the group health and life benefits fund at rates set by the commissioner of administration and reimburse the state for excess loss insurance costs and claims from the first four months of coverage under self-insurance.

School boards are required to determine and disburse compensation amounts necessary to pay for district participation in insurance policies authorized under AS 14.27.010.

The commissioner of administration may expend up to $100,000,000 from the public education fund to pay claims for district employees covered by self-insurance, with reimbursement to the public education fund over 10 years.

Governmental units maintaining self-funded insurance reserves must transfer closing balances to the state group health and life benefits fund within 30 days of enrolling in a state-administered health plan, with amounts applied to offset school district reimbursement obligations.
