Amends AS 15.45.510 to add "loss of public confidence in the official" as a ground for recall of state officials, joining existing grounds of lack of fitness, incompetence, neglect of duties, and corruption.

Amends AS 29.26.250 to add "loss of public confidence in the official" as a ground for recall of municipal officials, alongside existing grounds of misconduct in office, incompetence, or failure to perform prescribed duties.

Applies to state and municipal officials holding elective office.
