HB 164 Summary

• Allows applicants filing for Alaska permanent fund dividends electronically to direct contributions from their dividend payments to the general fund, in addition to existing options (crime victim compensation fund, peace officer and firefighter survivors' fund, educational organizations, and charitable organizations).

• Permits contributions in amounts of $25, $50, $75, $100, or more in $50 increments, up to the total dividend amount, with contributions deducted in the applicant's priority order if total contributions exceed the dividend amount.

• Requires the Department of Revenue to list the general fund on the contribution list and maintain a searchable public database of eligible recipients including the general fund.

• Institutes a seven percent coordination fee on contributions to organizations and foundations, but exempts contributions to the crime victim compensation fund, general fund, and peace officer and firefighter survivors' fund from the coordination fee.

• Requires the electronic dividend application form to notify applicants that seven percent of contributed money will be used for administrative costs, not from the permanent fund.
