Waives initial occupational licensing and examination fees for low-income individuals, current or former military members, and military spouses who meet eligibility criteria based on enrollment in public assistance programs or household income under 130 percent of the federal poverty line.

Prohibits licensing boards from considering arrests not resulting in conviction and requires criminal convictions to directly relate to job duties; limits disqualification periods to three years unless conviction involves crimes against persons or additional convictions occur during disqualification.

Allows individuals with apprenticeships approved by licensing boards, state, or federal authorities to obtain occupational licenses if they have completed eighth grade, passed exams, are age 18 or older, and completed required apprenticeship hours.

Prohibits municipalities from enacting new occupational licensing fees or requirements beyond those established before the bill's effective date and requires municipalities to waive fees for those who qualify under state law.

Prevents municipalities from enacting minimum wages that differ from the state minimum wage and prohibits municipalities from purchasing lobbying services for licensing boards or agencies.
