Repeals AS 35.27.010, 35.27.020, and 35.27.030, which required art in public buildings and facilities funded by the state.

Repeals AS 44.27.060, which required the Alaska State Council on the Arts to allocate funds for commissioning works of art in public buildings and facilities.

Amends AS 44.35.030 to exclude veteran memorials from art requirement provisions by removing references to AS 35.27.

Grandfathers existing projects by exempting buildings and facilities where the Department of Transportation and Public Facilities or Alaska State Council on the Arts had entered into contracts before the act's effective date.

Updates AS 44.27.052 to modify the scope of the Alaska State Council on the Arts' authority to reflect the removal of art funding requirements for public buildings.
