Establishes Alaska standard time advanced by one hour throughout the calendar year as the state's official time for all political subdivisions.

Makes this change conditional on federal law being amended by December 31, 2029, to permit states to observe daylight saving time year-round.

Requires the Attorney General to notify the Revisor of Statutes if federal law is amended to allow permanent daylight saving time observation.

The bill takes effect on the first Sunday in November following enactment of qualifying federal legislation, or the following year if federal law becomes effective after October 1.
