Applies age restrictions to the sale and possession of cigarettes, cigars, tobacco products, electronic smoking products, and nicotine-containing products, with limited exceptions for FDA-approved cessation/medical products.

Provides affirmative defenses for possession of FDA-approved nicotine or electronic smoking products intended for non-combustion consumption when prescribed by a healthcare professional, provided by a parent/guardian, or dispensed by a pharmacist to those 18 or older.

Updates vending machine regulations to require placement at least 11 inches by 14 inches from primary entrances on licensed premises and in employee-only areas, with posted warning signs about age restrictions.

Establishes compliance and enforcement provisions for businesses with tobacco endorsements, including employee training requirements, age verification procedures, and disciplinary sanctions, with suspensions available for violations.

Takes effect January 1, 2021.
