Establishes the Alaska Psychiatric Institute Oversight Board with 7 voting members appointed by the governor and confirmed by the legislature, plus 5 nonvoting members including legislators and state officials.

Voting board members must include advocates for individuals with mental illness, health care professionals, a consumer of mental health services, a tribal health representative, and a family member of a mental health consumer.

Board duties include making recommendations on hospital goals, facilities, staffing, budget, and safety standards; monitoring compliance with patients' rights; establishing hiring/dismissal processes for the hospital's chief executive officer; and submitting annual reports to the legislature.

Amends the Alaska Mental Health Board duties to include nominating candidates for the Oversight Board and adds a new duty to nominate individuals reflecting the state's economic and geographic diversity.

Board has access to confidential hospital records and documents reasonably related to its oversight functions, with confidentiality protections maintained for sensitive information.
