Defines "child" and "preborn child" as natural persons from the moment of conception, and defines "abortion" as intentional killing of a child before or during birth.

Declares that the intentional taking of innocent human life before, during, or after birth is not protected by the right to privacy under Alaska Constitution Article I, Section 22.

Repeals existing abortion statutes (AS 18.16.010 - 18.16.090) and removes the "murder of an unborn child" crime classification from sentencing guidelines.

Restricts guardians and attorneys-in-fact from consenting to abortion on behalf of minors or wards, except when necessary to preserve life or prevent serious impairment of health.

Prohibits state agencies from using assets to implement federal requirements that facilitate abortion and authorizes the attorney general to defend state residents prosecuted by federal government for abortion-related violations.
