Amends AS 24.10.060(c) to require legislature employee wage plans include limitations on pay increments comparable to those in AS 39.27.011(h)

Modifies AS 39.27.011(h) to limit pay increments (3.25 percent of base salary) to employees who have remained in the final step of a pay range for 2, 4, 9, or 13 years, eliminating automatic increments every two years thereafter

Requires employees to have continuously worked for the state for the past seven years and maintain a "good" or higher annual performance rating to be eligible for pay increments

Grandfathers current employees who have been in the final pay step for 13 years or more (ineligible for increments) while allowing those with less than 13 years to receive increments under new rules

Takes effect July 1, 2019, and applies to contracts entered into on or after the effective date
