Exempts veterinarians from registration and reporting requirements in Alaska's controlled substance prescription database.

Removes veterinarians from the definition of "practitioner" under AS 17.30.200(s) for purposes of the controlled substance database.

Removes the Board of Veterinary Examiners from the list of boards that must be notified when a practitioner registers with the controlled substance database.

Adds explicit exemption allowing veterinarians licensed under AS 08.98 to not comply with controlled substance database reporting requirements.

Repeals AS 08.98.050(a)(10), which previously contained a requirement related to veterinary controlled substance handling.
