Exempts commercial vessels with valid licenses issued under AS 16.05.490 or 16.05.530 from Alaska boat numbering and registration requirements.

Requires owners of commercial fishing vessels exempt from registration to apply to the Department of Administration for a certificate of title.

Establishes an $8 annual registration fee for commercial fishing vessels assessed by the Alaska Commercial Fisheries Entry Commission, effective January 1, 2021.

Waives the commercial fishing vessel registration fee for calendar year 2021 for vessels that paid fees in 2019, and for calendar years 2021-2022 for vessels that paid fees in 2020.

Makes Section 1 retroactive to January 1, 2020; remaining provisions take effect immediately except the registration fee requirement which takes effect January 1, 2021.
