Adds AS 47.10.035 requiring the Department of Health and Social Services to exercise due diligence to identify, locate, and notify noncustodial parents and adult family members within 30 days after a child is removed from home and placed in out-of-home care.

Allows the department to complete the search beyond 30 days if circumstances prevent timely completion, with the search to be completed as soon as possible.

Requires a supervisor of the division with jurisdiction over children in need of aid to verify in writing, in a timely manner, that the department exercised due diligence in identifying and locating family members.

Applies the new requirements to children in the custody or under supervision of the Department of Health and Social Services on or after the effective date.

Authorizes the Department of Health and Social Services to adopt regulations necessary to implement the Act under the Administrative Procedure Act.
