Amends AS 08.54.790(12) to add water taxi operators to the exemptions from Big Game Commercial Services Board regulation for transporting big game hunters and their equipment.

Exempts water taxi operators (along with air taxi operators and air carriers) from "transportation services" regulations when big game hunter carriage is only an incidental portion of their business.

Defines "incidental" transportation as services provided by water taxi operators that do not charge more than usual tariff or charter rates for big game hunter carriage.

Prohibits exempted water taxi operators from advertising transportation or big game hunting services through print media, electronic media, trade shows, hunt broker services, or promotional services.

Takes effect January 1, 2020.
