CSHB 190(STA) - PFD Allowable Absences

• Changes the initial physical presence requirement for permanent fund dividend (PFD) eligibility from 72 consecutive hours to 7 consecutive days during the prior two years.

• Adds a new 120-day annual absence limit: individuals absent from Alaska for more than 120 days during the qualifying year are ineligible for a dividend, except for absences listed in AS 43.23.008(a).

• Reduces the allowable absence limit for settling a deceased family member's estate from 220 cumulative days to 120 cumulative days.

• Adds five new qualifying absence reasons: disaster-related travel prohibitions, maritime apprenticeship programs, service in NOAA or Public Health Service commissioned officer corps, and expands accompanying spouse/dependent provisions.

• Reduces the residency presumption threshold from 180 to 120 days of annual absence and lowers the rebuttal requirement from 30 to 90 cumulative days of physical presence over five years; applies to dividends paid in 2021 and thereafter, with the residency presumption changes effective for 2025 dividends.
