Increases the University of Alaska Board of Regents from 11 to 12 members.

Requires at least one regent to be a current full-time, tenured faculty member from University of Alaska Anchorage, Fairbanks, or Southeast, appointed from nominees submitted by faculty senates.

Sets the faculty regent term of office at two years, beginning June 1, with forfeiture of the position if the person ceases to be a full-time, tenured faculty member.

Increases the quorum requirement for Board of Regents meetings from six to seven regents present to conduct business.

Requires the governor to appoint the initial faculty member regent within 60 days, subject to legislative confirmation, with all subsequent appointments from faculty senate nominees.
