• Modifies campaign finance restrictions to prohibit legislators and legislative employees from soliciting contributions in Anchorage during regular sessions, with exceptions for 90-day pre-election periods outside Anchorage.

• Updates lobbyist registration requirements to specify Anchorage as the session location for address and contact information purposes.

• Allows student legislative guests and members to receive scholarships based on essays submitted before leaving the Anchorage session location.

• Repeals three sections of statute (AS 44.06.050, 44.06.055, and 44.06.060) and becomes effective January 1, 2021.
