Makes capital appropriations totaling $1,316,625,914 from general fund and other sources for fiscal year ending June 30, 2021, including projects across 16 state agencies and the University of Alaska.

Appropriates $214,400,000 for Department of Transportation/Public Facilities airport improvements, $64,830,000 for village safe water and wastewater infrastructure, and $650,000,000 for surface transportation program.

Funds energy projects including $17,500,000 for Alaska Energy Authority rural power systems upgrades and $13,000,000 for bulk fuel upgrades.

Appropriates $2,500,000 to Office of the Governor for state redistricting board operations and reappropriates $10,858,331 in unexpended balances from prior years for federal-aid highway match.

Takes effect July 1, 2020, except sections 4 and 11 which take effect June 30, 2020.
