Creates a new Department of Management and Budget as a principal state department, replacing the Office of Management and Budget in the Office of the Governor.

Transfers all duties, functions, records, equipment, appropriations, and property from the Office of Management and Budget to the new Department of Management and Budget.

Changes references throughout Alaska statutes from "Office of Management and Budget" and "Director of the Office" to "Department of Management and Budget" and "Commissioner of Management and Budget."

Establishes the commissioner of management and budget as the principal executive officer with duties including supervising department activities, advising the governor on state planning, and managing state budgeting and financial systems.

Takes effect July 1, 2020, with transition provisions allowing pending proceedings and existing contracts to continue unaffected.
