Amends Alaska statutes to require resource agencies to include both direct and indirect costs when establishing fees for designated regulatory services, replacing previous language that referenced only direct costs.

Defines "indirect cost" as the federal indirect cost rate developed under 2 C.F.R. 200, Subpart E and approved annually by the responsible federal agency, rather than using a fixed 149 percent multiplier for employment benefits.

Modifies the "hourly rate of salary and benefits" definition to sum the hourly salary increment and hourly increment of employment benefits costs, eliminating the previous 149 percent calculation method.

Changes invoice dispute deadlines from "within 30 days" to "not later than 30 days" for requesting resource agency review of invoices for designated regulatory services.

Applies changes retroactively to designated regulatory services provided by the Department of Environmental Conservation, Department of Fish and Game, and Department of Natural Resources on or after the effective date, regardless of when services were requested.
