Establishes annual licensing for salt water sport fishing operators ($400), guides ($200), and combined operator/guide licenses ($400).

Salt water sport fishing operators must hold a current business license, carry liability insurance of at least $100,000 per incident and $300,000 annually, and sign a statement identifying resident or nonresident status.

Salt water sport fishing guides must be citizens of the US, Canada, or Mexico (or resident aliens), hold current first aid certification and sport fishing license, and may only provide services through an employing licensed operator.

Operators and guides are prohibited from aiding clients in violations of fishing laws and must attempt to prevent and report known violations by clients.

Requires licensed operators and guides to submit reports on fishing effort, catch, harvest, and locations; violations are class A misdemeanors, with penalties of $100 to $300 for reporting violations and license revocation possible for convictions.
