Amends identification card applications to require applicants to indicate whether they authorize the Department of Administration to transmit their military selective service registration information to the federal Selective Service System.

Requires the Department of Administration to transmit selective service registration information to the Selective Service System if an applicant provides authorization under the identification card application process.

Amends driver's license applications to require applicants to indicate whether they authorize the department to transmit their military selective service registration information to the federal Selective Service System.

Requires the Department of Motor Vehicles to transmit selective service registration information to the Selective Service System if a driver's license applicant provides authorization.
