Adds victim right to notice of hearings when sex offenders or child kidnappers petition to be removed from internet-published registries under AS 12.63.035.

Creates new petition process for sex offenders and child kidnappers to request removal from internet registries after meeting specific criteria including treatment completion, low-risk assessment, and clean criminal record for defined periods.

Establishes three-tier classification system for sex offenses (Tier I, II, III) and child kidnappings, with registration duty periods ranging from 10 years to lifetime depending on offense tier.

Requires sex offenders and child kidnappers to provide advance notice of out-of-state travel (7 days for domestic, 21 days for international) and notify authorities of temporary absences of 7 or more days.

Grants appellate jurisdiction to Court of Appeals over removal from internet registry decisions and provides indigent representation and public defender services for petitioners under AS 18.85.100; effective July 1, 2020.
