• Appropriates $8.5 million to municipalities impacted by cruise ship operations for COVID-19 response and mitigation, with funding from passenger vessel fees and environmental compliance funds.

• Extends appropriations for Palmer Correctional Center reopening costs across fiscal years 2020-2021 and authorizes emergency funding up to $15 million for COVID-19 response in the Department of Health and Social Services.
