Establishes Alaska's participation in the Multistate Nurse Licensure Compact, allowing registered nurses and licensed practical nurses to obtain multistate licenses that authorize practice across all participating states.

Creates a new Interstate Commission of Nurse Licensure Compact Administrators to coordinate nurse licensure, regulation, and enforcement activities among party states through a coordinated licensure information system.

Modifies Alaska's existing nurse licensure laws to accommodate both single-state licenses (practice in Alaska only) and multistate licenses issued under the compact, with applicants meeting uniform requirements including criminal background checks and English proficiency for foreign-educated nurses.

Establishes multistate licensure requirements including successful completion of NCLEX-RN or NCLEX-PN examinations, no felony convictions, and no current enrollment in alternative programs; allows party states to take disciplinary action against multistate licensure privileges.

Takes effect July 1, 2021, with the Compact becoming effective upon enactment by at least 26 states or December 31, 2018, whichever is earlier; makes conforming amendments throughout Alaska law to reflect nurses licensed under either AS 08.68 or AS 08.69.
