Establishes Alaska State Lottery Board in the Department of Revenue with five members appointed by the governor and confirmed by the legislature to conduct state and multi-state lotteries.

Board members must be appointed from the four judicial districts plus one at-large member, serve staggered three-year terms, and cannot have felony convictions, gambling-related offense convictions, or hold gaming licenses.

Prohibits instant lotteries, scratch-off games, video lottery terminals, and electronic games requiring direct physical contact with machines.

Lottery retail sales agents must undergo background checks and criminal history investigations; agents cannot engage exclusively in lottery sales, must be at least 18 years old, and cannot have felony or gambling-related convictions.

Prize winners of $500,000 or more may request confidentiality of their identity, except for elected officials; unclaimed prizes are retained for one year then returned to the state lottery fund.
