Creates limited language immersion teacher certificates allowing qualified individuals to teach any subject in non-English languages to students in language immersion programs, with initial validity of one year.

Permits certificate renewal for non-Alaska Native languages for a cumulative period not to exceed four years, and for Alaska Native languages for periods exceeding four years based on school board request and demonstrated classroom performance.

Allows the state board of education to adopt implementing regulations but prohibits requiring minimum examination scores unless tests are given in the instructional language for which the certificate applies.

Renames the Alaska Native Language Preservation and Advisory Council to the Council for Alaska Native Languages and increases voting membership from five to seven professional language experts representing diverse state regions.

Adds nonvoting legislative members to the council (one from senate, one from house) with preference given to bush caucus members when available.
