Department of Environmental Conservation shall periodically test all state drinking water supplies for perfluoroalkyl and polyfluoroalkyl substances (PFAS) when released in the area of a water supply.

Detection of PFAS at or above specified limits triggers provision of alternative drinking water sources to affected users at no cost, plus voluntary blood testing annually for three years to monitor exposure.

Establishes specific contamination limits for seven PFAS compounds ranging from 6 to 400,000 parts per trillion, with authority for the department to set stricter limits by regulation.

Prohibits use of firefighting substances containing PFAS in the state after the department publishes notice that such substances are no longer federally required, except for oil and gas industry personnel unless safer alternatives become available.

State fire marshal must publish notice requiring alternative firefighting substances for oil and gas operations upon determining that safe and effective alternatives are available.

Department shall accept up to 25 gallons per year of PFAS-containing firefighting substances for disposal from state residents.
